Since 1997, GL Solutions has been guided by the vision of our founders, Bill Moseley and Eric Staley, who wanted to support the goals of government by helping agencies be more effective. Tired of people just complaining about government, GL Solutions founders wanted to make a difference.

When Bill joined a unit of the Oregon Department of Justice, internal chaos reigned. The agency was audited within the first two weeks of his arrival. Bill was faced with a closet full of six-month-old backlogged renewals—with checks attached. The agency was installing a new automation system that barely met its needs. Equally alarming, lapsed renewals had not been pursued for more than five years!

Bill immediately saw the need for advanced automation and recruited Eric Staley. The outcome? They built a sophisticated information system for automating renewals and deficiency notices. The system resulted in the complete elimination of backlogs within one year and collection of nearly $500,000 in fees the agency did not previously know were owed.

Their efforts were recognized by the Attorney General with an Outstanding Service award.

Eager to pursue their passion for effective government, Bill and Eric formed GL Solutions to help other people working at state regulatory agencies to fuse strategic goals, process improvements, and advanced technology. Since 1997, GL Suite—GL Solutions’ software—has been installed in over 18 states.

After more than a decade, GL Solutions' mission continues to live on through each employee. We are still here to empower government agencies by providing innovative and high-quality software and services through a team of passionate employees committed to growth and excellence. Freedom to Grow

The founders’ personal experience led them to build software and a support team that gives agencies tools that empower them to grow. First-hand knowledge with the frustrations that can come from working with IT departments, whose mission is to control, led Eric and Bill to create an IT company whose mission is to serve and enable.

When the internal IT department put Bill and Eric on the perpetual back burner, they built a solution themselves. They built a solution that they could change without being dependent. That’s what GL Suite software is about: allowing licensing agency staff to grow and change their agency. Sometimes, it’s just easier to do a job yourself. GL Suite software makes that part simple.
